At present, there is no uniform definition of the concept of cosmetics in the world. The current EU Cosmetics Regulations define cosmetics as substances and preparations that come into contact with the external organs of the human body (epidermis, hair, toenails, lips and external genitalia), or the teeth and oral mucosa in the oral cavity, with the main purpose of cleaning, emitting fragrance, improving appearance, improving body odor or protecting the body to keep it in good condition. The U.S. Food and Drug Administration defines cosmetics as articles that are applied to the human body by smearing, spreading, spraying, or other methods that can clean, beautify, promote charm, or change appearance. Japan's definition of cosmetics is: in order to clean and beautify the human body, increase the charm, change the appearance, keep the skin and hair healthy and smear, spread on the body or use similar methods of goods, is the role of the human body to ease the substance.
my country's "Cosmetic Hygiene Regulations" (2007 edition) defines cosmetics as: by rubbing, spraying or other similar methods, scattered on any part of the human surface (skin, hair, nails, lips, etc.) to achieve cleaning, Eliminate bad odors, skin care, beauty and daily chemical industrial products for the purpose of modification. This definition makes a more comprehensive summary from three aspects: the way of use of cosmetics, the application site and the purpose of use of cosmetics.
Although the definition of cosmetics varies from country to country, it is similar and there is no essential difference. At the same time, it should be pointed out that the action part of cosmetics is the surface of the human body, including the surface of the skin, the surface of the hair and the surface of the nails. Hyaluronic acid (for subcutaneous injection), whitening needles, Botox, etc. sold on the market or used by some beauty institutions are not in the category of cosmetics.
