Highlight the problem orientation, investigate and clean up the illegal products sold by cosmetics online sellers and cosmetics e-commerce platforms, as well as the illegal product information, production enterprises and false product qualification information displayed online; Implement the main responsibility and urge cosmetics online sellers to establish and implement cosmetics purchase inspection records and other systems, urge cosmetics e-commerce platform operators to establish and implement real-name registration of cosmetics operators on the platform, stop and report violations, and stop providing e-commerce platform services; establish a long-term mechanism, study and gradually formulate a cosmetics online sales supervision system; increase Propaganda efforts, guide the public to correctly establish a safe makeup awareness, and build a good pattern of cosmetics safety and social co-governance.

(I) investigation to clean up illegal products
Centrally investigate and clean up cosmetics online sellers, cosmetics sold on cosmetics e-commerce platforms with illegally added prohibited substances, counterfeit cosmetics, cosmetics produced without a license, special-purpose cosmetics without an approval number, non-special-purpose cosmetics without filing, cosmetics that do not meet the national cosmetic hygiene standards announced or notified by the State Food and Drug Administration or the provincial food and drug administration, cosmetics that are suspended or stopped by the State Food and Drug Administration or the provincial food administration, cosmetics administration illegally declared cosmetics, EGF (epidermal growth factor), cosmetics such as stem cells.
(II) investigation to clean up illegal product information
Focus on the investigation and cleaning of cosmetics online sellers, cosmetics e-commerce platform display of cosmetics illegal claim efficacy information, including: cosmetics, EGF (epidermal growth factor), stem cells, cell extract, placenta extract, etc. Strictly distinguish between disinfection products, health food and other non-cosmetic products network sales partition, check and clean up non-cosmetic products posing as cosmetics sales information. In the process of online sales, cosmetic information that explicitly or implicitly has a medical effect and is publicized by misleading or confusing enterprise names or trademarks instead of product names shall be centrally cleaned up.

Centralized investigation of cosmetics online sellers, cosmetics e-commerce platform on the display of cosmetics production enterprise information and product qualification information. The drug regulatory departments of all provinces (autonomous regions and municipalities) shall summarize and analyze the progress of risk investigation and disposal work, sort out the existing problems and put forward work suggestions, fill in the risk investigation and disposal worksheet (see annex), and report the summary of risk investigation and disposal work to the Cosmetics Supervision Department of the State Drug Administration before August 31, 2019. Any major matters in the work shall be reported in a timely manner.
